We face(d) this as well, from my understanding - by default you are only allowed up 49 numbers per campaign, and when you exceed it, 8x8 needs to manually provision more allowed numbers to the campaign. Why not just have the user download the mobile app? And you can try to send the VM notification to the carrier's email - i,e Verizon is @vtext.com , a list of common carriers (US) can be found here: https://www.smscomparison.com/gateway/email-to-sms/
