QMSA - Adding agents to Evaluators permissions

I have a user that is part of the Call Center group - she is not a manager or supervisor but she will be doing evaluations. We added her to the Evaluators group, but she is not able to see the other agents she will be evaluating. How do I add the users to her profile?
