I don't think it's that easy to connect directly to an Oauth from PowerBI, at least 8x8 don't publish a packaged solution, firstly I would suggest using a tool like Postman to test the API key you have set up (presume you have followed the 8x8 guide) and take a look at the PowerBI community forums there ...
