So we've got a number of Chrome OS Flex PC's running in the office, these PC's run mainly off PWA applications. We would like to use them to make calls, which we can do via the work.8x8.com portal, but when clicking on phone numbers it will just open a new tab every time (on Chrome). 

If this section of the 8x8 website was turned into a PWA, 8x8 could control the Tel: links to open just the single instance of the PWA, allowing this to be ran on any Chromebook. 

Just an idea, which would also greatly help us out.

Great - Just seems to make sense doing it as a progressive web app too, as that will then allow you to target Chromebooks, and Linux devices running Chrome.
