How do I remove an unneeded license from my account so I no longer am paying for it?
I deleted the user, which freed up the license but did not delete it.
Knowledge base article doesn't match up with what I see in my management console.
Otto seems to want to cancel my entire account - not what I want to do, so I didn't risk proceeding.

Removing a license from your account is considered a partial cancellation. Otto will not automatically cancel your account. Otto will simply initiate the partial cancellation case for you, and 8x8 Support will follow up with you to ensure the appropriate license is removed from your account. Otto finally connected me to support, and the rep took my information for the "cancellation department" who was supposed to email me. That was Wednesday, and no email yet (checked spam, etc.).
Someone from the Cancellations team is following up on the case today. You should have received an email.
