Can someone please advise why I am unable to set an if equal to zero to show in RED - I have the setting if over 85% to show in Green, and below 85 to show in Amber, but nothing to add if equal to zero. They have a the option within the Consistency Goal to show in RED if zero, but looking to highlight in RED if zero is scored on the evaluation itself.

It's not just red either. Even if you create a NEW GOAL, it defaults to 0% for Consistency > Below Goal and this cannot be changed. I'd say this is a bug.
