It is unclear whether you use Microsoft Teams natively (case in which we would not be able to assist directly and recommend you seek Microsoft Teams support) or whether you refer to the 8x8 Teams Integration.
If you are referring to the latter, it would unfortunately not be possible to initialte a call or a conference call without a laptop; this is due to the fact that the application is solely interface based but the core of the call itslef is still 8x8 and as such a terminal such as a computer or a laptop would be needed to first access the interface.
If using the 8x8 Teams integration, as a workaround, you will however be able to use a conference phone such as the Polycom Trio for instance together with your 8x8 extension to have a call. This means that the Teams integration will be by-passed and you will just use 8x8 for the call.
Alternatively, an 8x8 meet license will make it possible for you to have calls without a laptop, just a phone and a camera.
