Any participant should be able to start meetings on your tenant without first signing in as a moderator. Could you please try starting the meeting again with the settings as currently displayed?
If it still doesn't work, please let us know exactly what happens, including:
* How you are joining the meeting (dial-in, web link, or app)
* Any prompts or error messages you see
* Whether the meeting connects without audio or fails to start entirely
That information will help us determine whether this is a configuration issue or a specific limitation in the join method being used.

Thank you for sharing the information and the Moderator Settings link.
However, those options all require at least 1 person to sign into the meeting as moderator using the 8x8 Work software.
What if you're an attorney and don't have access to the 8x8 Work app? Without something like a Host Code to authenticate yourself as the moderator outside of the app, you're unable to start the audio conference.

1) For your entire tenant – apply the change across all users and meetings.
2) For a specific user – affect all meetings that user hosts.

We are a law firm and many of our attorneys schedule audio-only calls that are conducted from their cars, or while they're just out of the office in general.
Since the moderator requirement for Meetings was implemented, it's been incredibly difficult, if not impossible for our attorneys to conduct calls. Not all cars are equipped with CarPlay or Android Auto yet. Some attorneys just want to call into a number from their smartphone dialer and get the meeting started...like many other conferencing solutions do.
I get why the change was done and overall I agree with it... however, is there a reason why 8x8 can't assign Host codes along with Participant codes so 8x8 hosts can authenticate the call as moderator from a phone without the Work app and "Joining the Meeting"?
The difficulty introduced by this restriction has caused our attorneys to pretty much abandon using 8x8 for audio-only conferencing and they're using Zoom now (which is a really bad look for 8x8).
